Improving Selectboard Governance

Mike proposes implementing a structured annual work plan to ensure proactive oversight of Manchester's governmental functions. This initiative aims to shift the Selectboard from a reactive approach to a more strategic and comprehensive review process.

The plan includes quarterly reviews of financial statements, systematic data collection across all departments to inform decision-making, and targeted training for board members on financial oversight. By fostering greater accountability, transparency, and efficiency, this proposal ensures that town operations and resources are managed effectively and align with the needs and priorities of the community.

The Details:

Proposal: Establish a structured, annual work plan for periodic review of town governmental functions.

Rationale: Current Selectboard operations react to proposals without a proactive review plan. A structured review ensures oversight of financials, department operations, and program effectiveness.

Implementation

    • Schedule quarterly reviews of financial statements.

    • Start systematic data collection in all departments to inform SB and departmental decision-making.

    • Board training on how to review financials.
